Rectangular paper certificate. Cream background. Central rectangular panel has a ca. 3cm deep double tier of radiating pink and white bars bordering a yellow centre edged with geometric pattern. Four flocked red calligraphic symbols. Lower edge has flocked red pattern of ?chrysanthemums and ribbon. Upper edge has flocked red five-pointed star on a yellow background with a stylized wreath, pine tree motifs on either side, all on red overlapping flocked banners.
